telephone not working

From time to time over the past couple of months, my phone (telephone app) freezes. I can't change from the keypad to VM, etc., can't make calls. Other apps continue to work. Powering off and back on fixes it, but is this indicative of anything in particular? Any recommended fixes?

View or change cellular settings on iPhone - Apple Support

Set whether cellular data is used for apps and services

Go to Settings  > Cellular, then turn Cellular Data on or off for any app that can use cellular data.

If a setting is off, iPhone uses only Wi-Fi for that service. See if Phone is turned on.

Reset your Network Settings.

Go to Settings > General > Reset > Reset Network Settings. This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.

The above may help try one at a time, but it does seem your phone has a bug and you may have to reinstall the iOS to correct it.
