I need to know how to get my money back when they charged my cash app card for 16 something payment to apple.com

I strongly suggest you contact your "cash app card" issuer first iff you suspect there is some kind of fraud/scam involved.

But, you can also try these links:

See your purchase history for the App Store or iTunes Store - Apple Support

If you see apple.com/bill, itunes.com/bill, or an unfamiliar charge on your statement - Apple Support

Request a refund for apps or content that you bought from Apple - Apple Support
