Power Outage While Charging iPhone 11 and won't turn on now.

My iPhone 11 was completely dead when I woke up this morning. I plugged it into a charger downstairs and as it was turning on my house suffered a power outage and now my iPhone 11 constantly cycles between the apple logo turning on and off and won't turn completely on. When I hold down the volume and power button it says to go to apple.com/support/restore but I really dont want to restore my iPhone and theres no way the power outage just wiped my iPhone. any help is appreciated.

If that doesn’t work you will have to restore the phone—>If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
