Power Outage While Charging iPhone 11 and won't turn on now.

My iPhone 11 was completely dead when I woke up this morning. I plugged it into a charger downstairs and as it was turning on my house suffered a power outage and now my iPhone 11 constantly cycles between the apple logo turning on and off and won't turn completely on. When I hold down the volume and power button it says to go to apple.com/support/restore but I really dont want to restore my iPhone and theres no way the power outage just wiped my iPhone. any help is appreciated.
