apple tv app is not loading movies on my Samsung smart tv

That is strange indeed. Have you tried reinstalling the app, if it didn't come preinstalled, and logging out and back into your Apple account within the app? Even if it did come preinstalled, see if it is possible to delete it and install it from the App Store (or whatever Samsung version of it is, rather). Beyond that, I can only suggest opening a support ticket with both Samsung and Apple, as it is inevitable that they will refer you to the other.

Are there any other apps that don't work, or is it the Apple TV+ app only?

By not loading any content, do you mean no trailers, no billboards, nothing? Just loads forever with black screen?
