Magic Mouse right-click setting does not persist on reboot - High Sierra - 10.13.6

I am using the Magic Mouse and every time I reboot I lose the right-click setting.

I have to re-enable it every time, using 'System Preferences', 'Mouse', 'Secondary Click'

I have tried reinstalling the OS but problem persists

Does anyone have a solution?

I fixed this by following the instructions under "Fix a bad preference file" on https://www.lifewire.com/fix-magic-mouse-tracking-error-2260770
