Software Update via Personal Hotspot

Using an iPhone and an iPad running iOS 13.3.1 and iPadOS 13.3.1, respectively, I would like to download and install iOS 13.4.1 and iPadOS 13.4.1 via Personal Hotspot over Wi-Fi. While there are no connection problems whatsoever, both devices—the iPhone using the iPad’s Personal Hotspot as well as the iPad using the iPhone’s Personal Hotspot—are stuck in Update Requested….


Curiously, some amount of data would actually be downloaded: When I tried the same for iOS 13.4 and iPadOS 13.4 two weeks ago, more than three hundred megabytes were received; just a few minutes ago, it was roughly half of that, I could verify via Charles that this indeed originated from Apple’s update servers, and yet, it would simply stop at some point. I have an unlimited plan, all VPN configurations are disabled, Low Data Mode is inactive, and I can visit any other website just fine.


Since this did work in the past and as recently as a few weeks ago with iOS 13.3.1 and iPadOS 13.3.1, I wonder why it doesn’t now. Any ideas?

Yes, you’re right Octavian195.


This feature used to work perfectly fine for me until about 6 months ago.


We have 2 iPhones and no home internet. As you can’t do software updates using mobile data. I would use the hotspot of the 1st iPhone and connect the 2nd iPhone and update it. Then switch the hotspot to the other iPhone and update the 1st iPhone. This no longer works. Once you click on the ‘download and install’ it displays ‘time remaining’ and is forever stuck on it.

My option has been to go to my local Apple store to use their wifi. I know I can use iTunes to update the software but this uses a heap more of my monthly phone plan data. So Apple re-enable this feature and let the user decide how they update their iPhone software. Gone are the days of limited 2gb data plans. I am unlikely to rack up huge bills due to additional data charges. 30-50-100 gb phone data plans are now the norm.

We are completely aware that we need Wi-Fi—that’s why we opt for Personal Hotspot, which makes cellular data available over Wi-Fi. But while the connection is perfect and can be used to load whatever we want on the internet, we always get stuck in Update Requested… when we try to update our software although this used to work brilliantly in the past, meaning that we basically can’t get the latest versions anymore unless we reluctantly switch to some external Wi-Fi, which I’m not willing to do for security reasons.


Any help would be appreciated.

Not quite sure what you mean, to be honest.


When I try to update my iPhone, it’s supposed to use the cellular data connection of my iPad provided via Personal Hotspot over Wi-Fi, and when I try to update my iPad, it’s supposed to use the cellular data connection of my iPhone provided via Personal Hotspot over Wi-Fi. If one of the devices is turned off, there is no longer a Personal Hotspot, and no Software Update is possible because that would require Wi-Fi. (I even tried the workaround of setting the data ahead and back again that seems to allow a Software Update over Cellular Data for some users to no avail.)


This used to work just fine; but although I can still select Download and Install, provide my passcode and initiate the download, it gets stuck in Update Requested… and stops downloading. At the same time, I can load whatever else I want, so there is no problem with the connection.

I am having the same problem. The location I am in for lockdown does not have a WiFi option. My cellular connection is very strong, but both devices (iPhone 8 plus and iPad Pro 2019) get stuck on ‘update requested’. I’ve been struggling and trouble shooting for two days and no progress. I haven’t checked if any data was used during all the hours in that state, but I hope not as I don’t have unlimited data.

If downloading the update on my iPad is not possible, it is a big problem because I have a large volume of work to complete while under lockdown. I am a photographer and the update is needed in order to preview certain large RAW files in the files app. Without it, I would have to upload all the images to Lightroom in order to view and select. My iPad does not even have enough internal storage for one of these batches. Besides, it would take days because the files app has difficulty moving more than 50 files to Lightroom at a time.

I have three more weeks in lockdown (at least) and cannot wait that long, I still have deadlines to meet regardless.

It would be very helpful to know whether there is a fix or whether an update is simply impossible, so I can stop wasting my time

Turn one device off if that is the issue and try your update.
