If you truly have an iPhone 5s, it should update to iOS 12.4.6. You cannot update it to iOS 11. If your iPhone is stuck at iOS 10.3.4, that would mean that you have an iPhone 5, not a 5s. The iPhone 5 cannot update past iOS 10.3.4.
