Apple Activation Lock

Hello. I just got my brothers old iphone 6. Currently he is not here because he is in the Military. I powered the phone up and there was a password. I asked him and he said he forgot it. So i was told to Factory reset it from itunes. And i did. I go to set up the phone and there is an activation lock. It was not his apple ID. How can i get past the activation lock without the previous owner? Can the apple store remove it themselves?

Standard procedures, specifically trying to recover the pertinent password or to answer security questions, won't work if an iDevice is activation locked. Thus, we will not be able to do anything for you except to mention that Apple Support may be willing to help you if you have an extenuating circumstance (e.g., you have the receipt for the purchase of your device with its serial number on it or a court order instructing Apple to assist in the provision of access to a decedent’s information from the deceased person's accounts). So, if you have an extenuating circumstance, you can contact Apple support using these options:
