Can I set up Apple Pay to ONLY work with Touch ID?

Can I set up Apple Pay to ONLY work with Touch ID? I need others in the family to be able to access my phone by the security code but to meet bank requirements I don't want anyone to be able to access the credit card.

No except that when you go to use Apple Pay it will ask for touch ID and they should not be able to do it.
