Wallet could not add card

Hi, when I try to add any card to my wallet it says 'could not add card' this happens as soon as I press the '+' button.

This is on an iphone 11 / ios 13

Turns out I had to remove the card from my icloud billing method and then it would let me use it for apple pay.
