When I go into the App Store, click on my profile and go to purchases, I swipe left to hide the app, click hide and it disappears, if I then refresh the list it reappears.
I can see about 6 in the hidden purchases folder, but I can’t hide anything else from my normal purchase history.

Ok, I checked my iPhone and there were showing as hidden.
Checked iPad and still visible, manually backed up iCloud but no change. Rebooted iPad and now all sorted.
TL;DR turn it off and on again

Hide Purchases not working.
