How can I delete photos from icloud? When I log in to icloud and select photos and click "delete" I just get a spinning wheel and they don't delete. This happens in every browser. I've tried turning icloud photo syncing on and off and that doesn't help, either.

It may depend on the album where you are viewing the photo. Try to delete while viewing the Moments", not "All Photos".
is there a problem with your iCloud Storage? Are you running out of storage in iCloud? Or do you need to update the payment information?
Where are you clicking "Delete"?
When I select a photo at www.icloud.com and click the trash bin in the toolbar,I will see this dialog:
Clicking "Delete" will remove the item instantly.
Which album are you viewing, when you are trying to delete?
The trash can is grayed out. When I use cmd/del I get the window you posted above. When I click on delete the photo grays out and does not appear in my recently deleted folder. If I log out and log back in the photo is still there as if I never tried to delete it.
Good thought. I checked my payment information and it wanted me to update my address information. I've set both devices and my icloud account to be in Germany. I had tried disconnecting icloud from my photo library on both my laptop and iphone, then turned it back on again. But icloud still thinks I have icloud turned off. I wish there were a way to turn my icloud account off and back on again!
Oh and when I open my icloud drive from inside finder I don't see photos there at all.
Same whether I'm in "photos" or "moments".
