Apple Pay verification won't accept my non-driver ID! How do I get it to accept it?

I've been using Apple Pay for a lot of things such as sending and requesting money. I never had a problem with it up until today. I requested money from a relative of mine and by the time they sent me the money, I was told to accept the payment. When I clicked on the "accept" button, I was asked to verify my identity. At one point during the verification process, I was prompted to scan my ID with my camera. I grabbed my non-driver ID, scanned both sides and I got an error that the verification process failed. How could that be possible? My non-driver ID is valid and current and I made sure that scanned image are clear and in a well-lit area. How do I get rid of this problem? How do I get it to saying that the scanning process has failed?

I don't know what you mean by, "It is a computer that does the verifying." I followed the steps for verifying my identity for using Apple Cash and the part that I'm having trouble the most is verifying my non-driver ID through the phone's camera. Like I said earlier, my ID is valid and I tried to scan the right way (Making sure that I do it in a well-lit area, card on a dark surface, etc.) but the keep getting a notice that process has failed. Would it be possible if I could take this up to Green Dot?
