It’s impossible to delete the App Store. If you could delete it, you could never download any apps again.

The first thing you should check since you are missing both apps is Screen Time or Restrictions. You may have restricted access to both apps. Start here for more information.

Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support

It’s also possible that you could find them by swiping from screen to screen to look for them.

Also, you can do a spotlight search for them. Swipe down from the middle of the home screen and type in the name of either app in the search text field. When the app appears, it will show the name of the folder in which it resides, if it did get place into a folder.

Finally, you can reset the home screen layout which returns the home screen to out of the box condition. Settings>General>Reset>Reset Home screen layout.

Neither Safari, nor the App Store can be deleted from the iPad.

For the App Store check in Settings->Screen Time->Content & Privacy Restrictions->iTunes & App Store Purchases->Installing Apps, and make sure its set to "Allow"

For Safari, look in other home screens by swiping left or right, and inside any folders.

You can use Spotlight Search by swiping down from the middle middle of the screen. If its in a folder it will tell you which one.
