i wanted to share a voice memo but when I clicked the menu feature nothing would come up for me the send it, thinking it was odd I updated my phone to see if it will fix the problem but it didn’t and tried to see if the upload button would work on safari but that does not come with anything either, which means I can’t share any of my files or voice memos

Problems with the share sheet have been associated with WhatsApp.
If you have WhatsApp installed, back up your conversations if you need to keep them, then delete the app, reboot the phone, and try again. If it's working correctly, re-install WhatsApp and restore your conversations.
