Error msg 1035 when trying to set up outgoing voice mail msg

This issue is giving me fits — have a new iPhone 8, need to set up voice mail, keep getting this error msg when trying to record my outgoing (custom) msg. Have tried 3 diff resets / nothing working yet. Can anyone help?
