"turn on cellular data or use Wi-FI to access data" occuring with SMS app

Hi, I have an iPhone 3G with OS 4.0.1 and plan to switch to the iPhone 4 soon
I want to give my old iPhone to my brother who don't want a data plan. (It's juste for phone, sms, iPod and wifi internet)

I disabled these settings :
- 3G
- Cellular Data
- MMS

I also cleaned all my SMS messages and changed my email/contacts/calendars fetch mode to manual

It work fine, except for one thing, SMS messages :
Each time I'm not on WI-FI and open Messages app, i get this annoying warning : "turn on cellular data or use Wi-FI to access data"
I don't understand why it appears since SMS doesn't need a data connection at all. I still send and receive them, but this warning message is really annoying.

This seems to be a cycle related issue whereas the cell site is re-setting its connection with your phone to change the carrier signal. Usually happens when you are not using data, so if you go & try to access data, it won't be there for a sec. At least that's what happened to me the few times it's happened. Usually only pops up once a month or so.
