I bought a Series 3 watch I tried to sync it to my phone and it’s saying that it is iCloud locked how do I bought it off of offer up how would I get a hold of the owners or check and see if it’s stolen or not

Ask the people running OfferUp. Only they would be able to contact the previous owner, or be able to give you a refund if they can't be reached.
There isn't a way to be certain about whether it's stolen. Some crimes go unreported.
