My iphone 10XR intermittently rings when a phone call comes in. What I mean is that the phone will either ring to announce an incoming call or send the call directly to voice mail with no ringing. I have been given or read about online how to fix this problem to no avail.
Could it be a hardware problem? could the phone itself be defective?

Are these calls that are not ringing, people that are not in you Contacts? If so, go to Settings>Phone>Silence Unknown Callers, and turn that off.
Do you have an Apple Watch paired to your iPhone? Is there something unique about the calls that seem to be going straight to voicemail? Do you have a link to this information that you have read about how to fix this? I've never heard of this.
