Have you tried restarting in safe mode yet? If there is third-party software preventing boot up, this will help: How to use safe mode on your Mac.

If that doesn't resolve the issue, boot into macOS Recovery: About macOS Recovery.

Then repair the disk in Disk Utility: How to repair a Mac disk with Disk Utility.

Let me know if that resolves the issue.
