Update to 10.15.4 unable to open files, launch certain apps

Like a fool, I forgot what happened to my Early 2015 Retina MBP 13" in February with 10.15.3 and allowed 10.15.4 to install and update automatically last night.

Now I have the exact same problems again: Finder claims files are damaged and won't open them, and many non-Apple apps will not launch: Chrome, Excel, Word, Powerpoint. Thank god that Zoom will.

Last time I did a complete erase-and-reinstall. Anybody else have a similar problem and find a different solution?

I'll try to carve out time to try that. In the interim, (all?) my apps have started launching again, but Finder still won't let me open most files.

Is there anything other than Disk Utility that could in principle fix permissions? It appears that might be part of the problem, but last time Disk Utility was unable to help.
