MacBook Pro 13" 2017 (no Touch Bar - 2 thunderbolt port ) battery issue

Hi, I am using a MacBook Pro 13" 2017 without Touch Bar. I get a warning about service battery. When I check my system information, my battery cycle is only 148 but full Charge Capacity (mAh) is only 3447 mAh ( 72% capacity of design capacity ). I have tried reset SMC but it is still the same. I have reinstall macOS yesterday and now system says that my battery is normal condition (no more service battery), however the loss capacity still is the same and I think I will get a warning about service battery in next few days. By the way, my battery has never been replaced. As information on apple website, "MacBook battery is designed to retain up to 80% of its original capacity at 1000 complete charge cycles ".

Although my MacBook is currently out of warranty, losing a lot of capacity after only 148 cycles makes me think about a defective/error battery. Do I have to pay Apple to replace this battery ?

Based on your post, I do believe that the battery needs to be replaced. Only an Apple representative would be able to tell you if the repair would be covered while out-of-warranty. I can say that, based on the information provided, it sounds like you should expect to pay for the replacement. I am linking the Apple Battery Service and Recycling for your easy reference.
