What needs to be changed in the settings to remove the restriction on music? I am 20 years old and in Russia I can already listen to different music but the iPhone does not allow me to do this

Can’t listen to explicit music I upgraded to iOS 13 and tried to play explicit music and it won’t allow me it keeps telling me to change content restrictions but my content restrictions allow explicit music so I don’t know why it’s not allowing me to play explicit music when it’s been letting me and I even turned off all content restrictions and it still doesn’t work!
