I can't contact to apple support because my country is not in the list of supporting

I am from Kazakhstan and today i faced with the problem of getting reach the suport of apple store, because its hard to call to US and didn't find the email address to contact apple suport. The problem I faced with is the refunding the app that I didn't meant to buy and even didn't get the notification about getting payment. My 9 years old sister know the password and because my iphone is in English i suppose she didn't know what she were doing. I'vegot the bill from my bank acount this morning and immidiately tried to contact to the apple support to refund and realized that I even can't do that, I have no idea why but its forbidden to my ID, nevertheless its ID is allowded to subscribe and buy the apps but can't reach a page of support. Please help me to cancel my subscription and make a refund.
