i Can’t download the app pages on my iPhone. It used to be there but not anymore so I tried to download the app but this is not possible. Please help me out. On my iPad I still have the app pages

Maybe you hid it by mistake and it is now attached to another app in a folder.
Open each app one at a time, you may find it hiding with another app, if you do just drag it out.
If you do not find it...Settings...General...Reset...Reset Home Screen Layout
