Every file is encrypted file on icloud drive

I have ipad, iphone, and macbook.

Thease device sync by 200gb icloud drive. 

Today i bought an new ipad pro 2020.

I had set up this device without back up.

Then i open File app on new ipad pro. 

However open File app, i can not see  any file.

Old three apple device perfectly sync and show file.

I used my new ipad and try to check the ICloud Drive via Settings

And I found it and it written "Encrypted File".

What happen? And, how to fix it?

I tried these things.

Reboot.

Reset all and setup again.

Network restart.

Disable icloud drive and enable again.

Leave ipad half day.

In the end, nothing changed.

ios version is 13.4.1

Mac is latest version.

Notes, reminder, safari sync is fine. there is no problem.
