problem signing into app store iPad Mini - iOS 12.4.6

My son's iPad mini has stopped signing into the app store. When he tries to sign in with his Apple ID and password (settings/iTunes & App Store), nothing happens.

I had the similar issue as well but only realize today (Saturday). I called the toll free number but only avail working hour :-(
