Catalina update - "Optimizing your Mac" spinning wheel keeps going...

Hi,

I have just bought a new MacBook pro 13", when setting up I have updated to Catalina OSX and towards the end of the installation, just after login I get the prompt "optimising your mac" performance and battery life may be affected until completed. With this I just see the grey spinning disc and it has been doing this now since yesterday afternoon and is still doing it 12+ hours later... what can I do, is this normal?

Isn't there a button to close the notification? That's all it has ever been in the past, a notification that it has started. The notification isn't doing anything itself.
