Where is the menu bar in Apple Music App?

Are you displaying Music in full screen? If so, the menu bar should appear when the cursor is placed at the top of your screen.
If you don't see the Store at all, note that in Music on Catalina it is hidden by default. You can enable "Show iTune Store" in Preferences as shown below.
