age restriction
I need to run a test app for my daughters communication needs, but it won't open, saying she has to be 13. How can I get around this?

If you created your daughter's Apple ID with Family Sharing and provided her age as under 13, that cannot be changed. If the app requires users to be older than 13, then she cannot get it. It is a restriction the app developer has instituted. There is nothing you can do about it.
