unable to turn on icloud backup

When I go to Settings> Apple ID/iCloud> Select my Device> iCloud Backup, it is turned off however I'm unable to turn the setting on. I have an iPhone 11.

You turn on the backup in Settings>Your Name>iCloud>Apps Using iCloud>iCloud Backup>iCloud Backup>On.
