unable to sync music from PC Windows 10 to iPhone 7 Plus. Diagnostics OK

When I attempt to Sync iTunes indicates "waiting for sync to start" then "preparing to sync'' then "waiting for sync to be applied" in quick succession but sync does not occur.
With Music selected (next selection under Summary) the page shows i Cloud Music library is on but I canceled Apple Music a couple of weeks ago which is confirmed when I check my account details.
I am connecting my iPhone to my PC with an Apple connection cable since the iPhone WiFi appears to be disabled although it is in fact active and OK with other devices including my computer.
