Locked app store account!!

My app store account got locked permanently thanks to a hacker!! contacted them they cannot unlock it for me emailed apple no reply yet. help me. Any ideas on how to fix my problem and get my app store account unlocked?

My app store account was locked permanently and I think this is a little unfair as I have a apple gift card balance!!! Please help!!!!
