I bought a new iPad Pro but can’t set up 2 factor authentication

I bought a new iPad Pro but can’t set up 2 factor authentication. I’m not sure from research why I am not able to set this up.

Chris, thanks for your help with this. I realize I had a fairly scrimpy description of the problem. I did solve the problem that was preventing me from setting up the 2 factor authentication. I had to unlink an older iPad from my Apple account. Maybe this will help some one else who is having no luck setting up the 2FA. THANKS AGAIN FOR THE QUICK RESPONSE
