I see you are encountering an error saying you are already a member of Apple Music and due to this are not able to access content.
Try this: Sign out at Settings > iTunes & App Stores > Account then reboot the device and sign back in and test.
Note that this process will result in any music that was downloaded to the device for offline play being removed. You would be able to redownload it once you've signed back in.
