I am sorry to hear about this loss. Here is Apple’s help article for this situation—>How to request access to a deceased family member's Apple accounts - Apple Support
Note that you can only access their Apple ID accounts. There is no way to unlock the phone. If the Apple ID has a recent backup the phone can be reset and the backup reloaded.

You can't. If the family of the deceased would like to use the phone again, they will need to present a copy of the death certificate, the original purchase receipt and something from the estate granting ownership rights to a new user for Apple to help.
Hello,
Without a backup, you won’t be able to access his phone without restoring it to factory settings.

I hope this helps :)

Call the maker of the phone
They won't be able to restore the phone without the Apple ID and Password. So your advice won't help them at all in this situation.

Nope, that won’t help in the slightest. The maker of the phone has no control over security on the phone.
If you are not the owner then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their apple ID.

If you thought my answer was helpful, it would be greatly appreiated if you marked it as ‘Helpful’
Please don't post this, it is considered "begging for points" and is frowned upon here.
Especially when the advice posted is incorrect and won't help the OP at all.
Call Apple 611

That won’t work, either. 611 does not call Apple.
Nope. Won't help at all. Unless you have a clue about this, it might be better if you listened to the advice of users who have been around here for years.
