When holding phone horizontally, the image does not change

When holding phone (iPhone 11 Pro) horizontally, the image does not change. It used to, but not anymore.

What image are you referring to? Are you looking at a photo that you took? If you have moved the device from portrait to landscape, then it is possible that the Orientation Lock is on. See this support document for instructions on how to locate it and turn it off. Rotate the screen on your iPhone or iPod touch - Apple Support
