Open Control Center and check the volume control there. If in Control Center it's completely black, with a line through the speaker icon, your phone is muted there.
To open Control Center, from the top right hand corner of your phone flick down.
All notification sounds are working except for phone calls? And you say these are all calls, including ones in your contacts? Do you have an Apple Watch? When did this start? Do the calls go to Voicemail? Go to Settings>Phone>Calls on other Devices, is that turned on? Do you have other Apple products? If you go to Call Forwarding, is that on and a number listed there?
Are these calls coming from people not in your Contacts? If so, go to Setting>Phone>Silence Unknown Callers, turn that off.
