Apple Business - how to allow my users to install any apps from app store?

I've got an Apple Business account, and wish to be in control on our employee AppleIDs.

It seems like federated accounts are limited to download only pre-purchased applications from the App Store - but I'd like to give all member of the organization the freedom to install any app from App Store. Is that possible and how?

Managed Apple IDs are not able to purchase from any Apple digital store. Purchases from those stores must be done centrally using the Volume Purchase Program within ABM/ASM.
