I am unable to airplay from my iPhone to my iPad. I am on the same Wi-Fi network and I have restarted both but it still does not give me the option to select iPad when going into iPlay

This is not a feature of iOS. You can Airplay to an Apple TV or a Mac/PC running 3rd party Airplay software.
