No.

The only iPod that Apple now produce is the iPod Touch, which has internet access. However, you do not need to use the internet on it, subject to certain limitations.

Presumably then, you want a iPod in order to listen to your music on it? That is possible, you will not be able to purchase music on the iPod, so you will need a computer to put the music onto the iPod in the first place.

• If you're a Windows user, you will need to download iTunes onto your computer and use that to copy music from your computer to the iPod
• If you're the user of an older Mac, you can use iTunes on that
• If you have a Mac running OS Catalina, you cannot use iTunes. Instead, music is added to the iPod by using the Mac's other services

Almost every other function on an iPod will either require access to the internet, or will not work very well without access. Some apps may not work in any form.
