Pairing Apple Watch to New iPhone

I am trying to pair my Apple Watch to a new phone. I’ve already erased and factory reset it, but every time I try to pair it, the screen loads as if it’s pairing and then the Apple Watch resets to the “Select Language” screen while the phone screen continues to load.... What should I do? I know that my iPhone is updated to the latest IOS, so I feel stuck :/
