In app purchases enabled in settings but not allowed

I have screen time restrictions on my daughter’s iPad but in-app purchases are enabled. However when we try to make a purchase we get a message that in app purchases aren’t allowed

I see you are having some difficulty with in-app purchases as they relate to a device used by your daughter.


Prevent in-app purchases from the App Store - Apple Support


If this behavior continues after rebooting both devices (yours and hers) and if both are updated to the most current version of iOS (13.4.1 at the time of this post) or macOS Catalina (10.15.4, again, at the time of this post), then you'll want to reach out directly to Apple Support for additional options.
