Thanks for posting your question! I use the Music app on my iPhone all the time myself. I understand you want to know if you can delete a playlist but keep the songs on your device. Is that right?


I tested this on my device running iOS 13. When deleting a playlist, a prompt comes up with the choices to "Remove Downloads" or "Delete from Library." If you tap "Delete from Library," it should only delete that specific playlist. I double-checked a second playlist that contains the same songs on my device, and they still show in the second playlist.
