Please am trying to update my payment and billing but it said my account cannot be updated so I should contact Apple Support. Thank you

If you haven't already done so do as instructed and contact iTunes Support : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Get Support down the page)
