My card keeps getting declined

I have cancelled all subscriptions and my phone keeps declining my card, although I have nothing to pay for and there is money on the card. Please help, I have entered all the card details correctly but it keeps getting declined no matter what I do. At the moment, I cannot even download apps that are free without having to “update payment method” which is really frustrating!
