Hi I bought a iPad for my sister however it’s on iOS 9.3.5
It says there’s no updates and that they are up to date.
however she cannot have certain apps due to this is there a way for me to update this

You likely bought an older model and yes iPads do all hit a point where they cannot be updated further. If it doesn’t meet your needs, see if you can return it and get a newer one.
Anything newer than an iPad Air 2 can run the current iPad OS.

So you may be money ahead to spend a bit more on a newer device that will have a longer life than an old one that can no longer be updated
