Hello NPOESS Bill,

Thanks for that info and for choosing the Apple Support Communities. If I understand correctly, you have a question about if enabling iCloud Keychain enables sharing of Notes that are locked with a password. Looking at these Apple resources, iCloud Keychain does not share Notes as part of the feature, and that Notes are synced by enabling syncing for Notes in iCloud on your device, and here is more info on both of these features:

Lock notes on your iPhone, iPad, iPod touch, and Mac

Set up iCloud Keychain

Cheers!

if you create secure notes https://support.apple.com/en-in/guide/keychain-access/kyca2268/mac in keychain access of Mac as per the article https://support.apple.com/en-vn/guide/keychain-access/kyca1121/mac

  1. Keychain files typically end with .keychain-db. Don’t select and copy encrypted folders with names that appear as a series of numbers.
  2. Transfer the folder containing the keychains to the new computer.

Secured notes are created by an administer ( to keep some precious data just an example bank account number or some other data that is precious even password ) , as they can be opened from the Mac if the person don't remember it , if sharing would be possible with other Macs / iPhone then they would also open them and view it but that is not possible as in different Mac the file versions are always different and the administrator passwords are not same .

So sharing secure notes ( locked in keychain access ) will not work .

You can send a feedback to apple https://www.apple.com/feedback/

Understood how to manually transfer keychains between computers. I also tried Export/Import, but found that very few items , like certificates, are available for export. Seems like a relatively useless function.

I wasn't clear what I was talking about. I was talking about whether Keychain Secure Notes could be shared between computers using iCloud Keychain? It would be even nicer if there were a way to access these Secure Notes on iOS devices.

keychain data is stored locally on the device, and updates across only your approved devices , if notes are locked from one Mac and if you share the notes using this article https://support.apple.com/en-in/HT206987

You can’t share password-protected notes. If you want to share a password-protected note, tap  on your iOS device or  on your Mac and choose Remove Lock.

Note : setting up iCloud Keychain has no connection with sharing locked notes .
