Screen Time: contact management request never appears

I am trying to set up Screen Time for my 4-year old son's account. Specifically, I want to enable managing his iCloud contacts remotely. When I turn this option on, a new row appears with the greyed-out text "Contacts Pending" and below that "Contact management request sent to *****. You can manage *****'s contacts after the request has been accepted." But I never see any request on my son's device.

I have an iPhone XS running iOS 13.4.1 and my son is using an iPad Mini with Retina Display running 12.4.6 (iOS 13 is not supported on this device). All other Screen Time features seem to be working apart from this. I've searched the web but can't find any references to this specific problem.

Thanks for reaching out to the Apple Support Communities. From your message I can see that you're unable to finish setting up the Contacts restrictions on your son's iPad mini.

Begin with these troubleshooting steps:

1 - Quit the settings app on your iPhone with these steps: How to force an app to close on your iPhone, iPad, or iPod touch.

2 - Restart your iPhone & Restart your iPad. Once both have restarted, test again.

Be sure that you're following the process in this article: Use parental controls on your child's iPhone, iPad, and iPod touch.

The settings appear to be correct. As the notification is still not appearing, the next step will be to Contact Apple Support for more assistance.

Be sure to provide them with the information you provided us, as well as the troubleshooting steps that you have worked through, and the results.

Sorry for the delay. I've restarted both devices and repeated the steps but I get the same result. Here is what my screen shows when I turn on Manage Contacts:

My understanding is some sort of notification is supposed to appear on my son's iPad at this point, but I've never seen it.
